The scheme “Beti Bachao Beti Padhao” (BBBP) (save daughter, educate daughter) was launched in January 2015 to save and empower the girl child .The project addresses the problem of declining child sex ratio and envisages to bring out a drastic change in collective social behaviour on the front of female child welfare in term of education and social security through the mechanism of strong incentives to ensure equal opportunities for the girl child. The scheme has been devised to have focused intervention and multi-sectoral approach in almost 100 districts which are riddled with low Child Sex Ratio (CSR). Accordingly it has been announced that if a village succeeds in attaining a balanced sex ratio it will be awarded Rs. 1 crore. It is also proposed by the government to also include a separate chapter on the core subject of gender equality in school curriculum to create awareness among the masses on the issue.

Beti Bachao Beti Padhao (BBBP) Scheme was launched on 22nd January, 2015 at Panipat in Haryana.

  • It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development.
  • In the first phase, 100 districts with low Child Sex Ratio (CSR) were selected for BBBP Scheme implementation for creating awareness and advocacy about the issue.
  • During the last one year, the BBBP Scheme is being implemented under the overall guidance and supervision of concerned District Magistrate/Deputy Commissioners.
  • The total project cost for Beti Bachao, Beti Padhao for the 12th Five year Plan is Rs. 199.99 crore with 100% Central Assistance.
  • Seeing the overwhelming response by stakeholders in the form of various initiatives and innovations at the local level to the scheme, the Standing Finance Committee (SFC) in its meeting held on 5th January, 2016, approved the expansion of the Beti Bachao Beti Padhao scheme in additional 61 districts with low Child Sex Ratio (CSR) for creating awareness and advocacy about the issue taking into account the performance of the scheme. The scheme has now been expanded to 61 districts.

The broad objectives laid down in the Beti Bachao Beti Padhao” (BBBP) scheme include prevention of gender based sex selective elimination for survival & protection of the girl child and ensuring education of the girl child. The more significant point to be taken into consideration is that while working on the nitty gritty of scheme is that just allotting funds and schemes alone will not fetch the desired results. To get to the bottom of the problem and tackle it in holistic manner there is an urgent need to put in place a sound institutional mechanism. The practice of sex determination and sex selective abortion should be contained by making a law which provides for harsh and stringent measures to punish those who do not feel an iota of shame in resorting to such heinous practices by cherishing outdated and archaic belief that only the birth of a son could be lucky charm in bringing name and fame to the family or kul. Parliament must immediately pass more effective anti dowry laws. Beside the registration of marriages must be made mandatory so that the evil of child marriages can effectively be prevented.

As already mentioned above that just economic incentive cannot generate miracles what is first and foremost required is the empowerment of girl child through quality education in her formative years at the very primary level. Zila Panchayats should be vested with key responsibilities in the implementation and monitoring of this scheme. Above all the sensitization of members of families particularly parents should be the first priority of all those who are really concerned about the elimination of blot of sex determination and sex selective abortion from the face of society. A nationwide campaign of creating awareness against the ill treatment meted out to girl child due to superstitious attitude and rotten mindsets must be spearheaded . The slogan ‘Beta Beti ek samaan’ must reach everyone’s ear and jolt the conscience of one and all. The practice of foeticide –killing the female foetus in the womb–is no less than cold blooded murder, that too by none other than those who are supposed to be her originators and birth givers.

It is noteworthy that the campaign being run by the government through social, electronic and print media are yielding positive results and people, though belatedly, understanding the threat which this evil practice poses to the very foundation of civilization. Any right thinking person could imagine the structure of social life if there is no woman left on the earth. It will be an end to civilization.
