Through Implementation Pradhan Mantri Awaas Yojana – Gramin (PMAY-G), overarching goal of rural housing is to be achieved by 2022. The scheme envisages provision of financial assistance for construction of pucca house to all houseless and households living in incomplete dilapidated houses. Under the visionary approach, government of India has taken upon itself the onerous task of making available a pucca house with water connection, toilet facilities and 24×7 electricity supply to every family by 2022, when the nation celebrates 75th year of its Independence. The scheme targets all rural areas throughout India, except Delhi and Chandigarh. Centre and States will share the burden of cost of houses in accordance with determined formula. The target is to make provisions of assistance for construction of pucca houses under the project, involving expenditure of Rs. 81975 crore, within a span of three years during the period from 2016-17 to 2018-19.
A clear cut implementation strategy laying down targets is being adopted and includes:
- Identification of beneficiaries eligible for assistance on the basis of information extracted from data of Socio Economic and Caste Census (SECC), with Gram Sabha having prominent role in identifying beneficiaries.
- Central and State Governments will share the cost of unit assistance under the scheme in the ratio of 60:40 in plain areas and 90:10 for North Eastern and hilly states.
- Gram Sabhas will publish list of beneficiaries through participatory process, on annual basis, with provision of funds to be transferred electronically directly to accounts of
- A server linkage will be established between PMAY and MGNREGA, thereby making beneficiary entitled to 90 days of unskilled labour from MGNREGA.
- While providing housing unit to beneficiaries, locally appropriate house designs, with features keeping in mind the challenge of natural calamities common to the region will be taken into consideration.
- The beneficiaries will have the option of availing loans of up to Rs.70,000/- for construction of the houses.
- The unit size of the house is proposed to be enhanced from the existing 20 sq.m to 25 sq.m include separate area for hygienic cooking.
- A National Technical Support Agency is proposed to be constituted to oversee construction of the quality houses by extending technical support to the Centre and States
- The government plans to grant assistance for construction of one crore houses in rural areas over a period of 3 years from 2016-17 to 2018-19.
- It is also planned and proposed by the government to increase the unit assistance to Rs. 120000 in plains and Rs. 130000 in hilly states/difficult areas / IAP districts.
- The government proposes borrowings through National Bank for Agriculture and Rural Development (NABARD) to meet the additional financial requirements of Rs 21,975 crore which will be amortized through budgetary allocations after 2022.
A house is an economic asset and contributes to upward social mobility with salutary impact.
